Towards the north end of Demesnen is the Headquarters, the largest building in the city. It is a multi-purpose structure, offering shelter during attacks, a secure meeting area, and a safe house to hold hostages. A dome-like shield, standing 400 feet tall and covering four city blocks, makes up the upper part of the structure. Most of the massive space is empty, affording room for all sizes and shapes of citizens to congregate.

Below the main room are a set of lower floors, with the lowest levels serving as holding cells for hostages. The rest are used as housing, storage, and various other accommodations. An extensive cafeteria can be found on the second sub-level.

A wide channel leads from the nearby coastline, allowing water-bound members easy access as well. For land-bound members, there is a large gate along the north wall. These two entrances are heavily guarded at all times.
